In 1991, the State Energy Commission of Western Australia presented the Environmental Protection Authority with a number of alternatives for supplying power to the proposed Beenup mineral sands mine. These alternatives included on-site generation by the mining company, alternative technologies such as solar and wind power and a number of transmission line options. The former Gasworks site at East Perth was used for the production of gas from coal between 1922 and 1971. Since decommissioning of the gas plant in 1971, structures have been progressively demolished. The proposal is to construct a 33 kilovolt (kV) powerline to run within the road reserves of the Coorow-Greenhead and Cockleshell Gully Roads. The State Energy Commission have agreed to a request by the Department of Planning and Urban Development to change the proposed route of the Harvey - Kvvinana 330kV transmission line at Mandogalup (near Kwinana). The proposed realignment requires amendments to the environmental conditions of Ministerial Statement 41 , and this is the inquiry under s46 into the proposed amendments. The proposal is to construct and operate a 132 kilovolt (kV) transmission line between either the Picton or Manjimup substations and Mineral Deposits Limited proposed mineral sands mine at Beenup. SECWA's preferred option is for an overhead supply at 132kV from the Manjimup substation. Two other options from Picton (Great North Road and Margaret River) are also proposed. SECWA proposes to expand the generating capacity of the approved Pinjar gas turbine power station site (eight 37MW units) by approximately 300 megawatts (MW).
