In 1989 the Water Authority of Western Australia referred to the Environmental Protection Authority a proposal to build a second ocean outfall from the Beenyup Wastewater Treatment Plant into Marmion Marine Park. Some conditions which related solely to the pre-construction and construction phases have now been satisfactorily completed and formally cleared. They are no longer necessary and can now be deleted. The proposal involves the extension of Corfield Street from its present junction with Prince Street, across the Southern River, to connect with Spencer Road adjacent to the junction with Warton Road/Burslem Drive. The link would be constructed to a four laned divided carriageway standard. Reid Highway is identified on the Metropolitan Region Scheme as a 'Controlled Access Highway'. When completed, Reid Highway would connect the Mitchell Freeway and Marmion Avenue in the west with Roe Highway just north of Midland. An alignment for the Perth-Darwin National Highway from Reid Highway to Muchea and a future public transport corridor have been included by the State Planning Commission in a major amendment to the Metropolitan Region Scheme for the North East Metropolitan Corridor (Amendment No. 950/33). Since the original environmental statement was published ( Ministerial Statement 84 ), a detailed review of the whole route between middle Swan and the Metropolitan Region Scheme boundary at Wooroloo has been completed. The proposal is to construct a marina at the north eastern end of the Dawesville Channel, adjoining the planned Eastport canal estate, which has been the subject of a separate assessment by the Authority (EPA Bulletin 671, January 1993). The proposal is to upgrade and widen the Brookton Highway between Armadale and Brookton. The State Energy Commission have agreed to a request by the Department of Planning and Urban Development to change the proposed route of the Harvey - Kvvinana 330kV transmission line at Mandogalup (near Kwinana).
