The proponents, the City of Cockburn, propose to duplicate a section of Farrington Road, approximately 450 m long from just west of Murdoch drive to approximately 150 m west of Bibra Drive to increase the number of lanes from two to four. The proposal is to realign Yangebup Road between Hammond Road and Lorimer Road, within the suburb of Yangebup. The Yangebup Road realignment involves closing the existing Yangebup Road along the southern margin of Lake Yangebup and realigning the road further south. The Department of Marine and Harbours proposes to dredge the Carnarvon Boat Harbour and its approach channels and disperse of the dredge spoil within the Harbour Lease Area. The proposal is to place sand (surcharge) to a height of 4.5 metres along a 1.9 kilometre length of the Mitchell Freeway adjacent to Lake Monger. The sand is to be piled to consolidate peat and an old sanitary landfill site for works associated with the widening of the Mitchell Freeway and the provision of a median strip for the proposed Northern Suburbs Rail Link. The Water Authority has stated that following the completion of the Pinjar groundwater development, a new major water supply source will be required by 1992. This reasoning is based on current and predicted water consumption demand even in view of the Water Authority's public water conservation programme.
