The proposal is for the works and operation of a wastewater treatment plant (WWTP) and woodlot reuse scheme for the first three years. This will enable monitoring and evaluation to be undertaken to determine a longer term strategy for development and operation of the scheme. The proposed works and operation for the first three years form part of planned Stage 1 of the scheme, which will extend to the year 2010. The proposal is to raise the application rate for total nitrogen from 106 to 150 kg/ha/y to the area of irrigated trees on the tree farm. Inquiry under s46 into changes to Ministerial Statement 287 . The original proposal, assessed in 1992, calculated nitrogen loadings in the wastewater applied to the grass bays and the irrigated trees at the wastewater disposal site. The proponent, Western Power, proposes to dispose of about 6,700 m 3 /d of clear saline water from the Collie Power Station via a 68 km pipeline to the ocean at the northern end of the Leschenault Peninsula north of Bunbury.
