Proposal description: 

Woodside Energy Technologies Pty Ltd propose to construct and operate H2Perth, a domestic and export scale hydrogen and ammonia production facility, located approximately 40 km south of Perth.  The proposal is to be located primarily within the Rockingham Industrial Zone (RIZ) in the City of Rockingham, with elements also located within the City of Kwinana and on the multi-user Kwinana Bulk Jetty. 

The proposal would produce approximately 3250 megawatts of gaseous hydrogen and approximately 3.25 million tonnes per annum of anhydrous liquid ammonia. The hydrogen would be converted to ammonia, then liquified and stored before export to global markets. 

The proposal is to be developed over three phases and comprises a plant area development envelope and an ammonia export pipeline development envelope. The plant area development envelope covers an area of approximately 148 hectares (ha), with 140 ha located within the RIZ Strategic Environmental Assessment area and the remaining 8 ha located within two multi-user service corridors, owned and operated by DevelopmentWA and the Fremantle Port Authority.  

The ammonia export pipeline development envelope covers approximately 27 ha and includes laying up to two ammonia export pipelines along the existing Fremantle Ports owned Kwinana Bulk Jetty and a potential future jetty extension. The Proposal does not include constructing any marine infrastructure below the water surface.
