The Water Authority of Western Australia has proposed that all municipal wastewater from Albany undergo secondary treatment at the Timewell Road (No. 2) plant prior to being piped and irrigated onto trees and pasture at a land disposal site on the outskirts of Albany. This proposal constitutes part of a long-term plan to rehabilitate the eutrophic Princess Royal Harbour and would result in the removal of the Point King sewage outfall (a significant source of nutrients to the harbour). The proposal is for an iron ore mining operation at Marandoo, 35 kilometres east-north-east of the town of Tom Price, in an enclave within Karijini National Park, and a railway line from the existing Paraburdoo-Dampier railway line, to service Marandoo. The proposal is to increase production capacity by constructing a levee across Useless Inlet near the northern limit of the mining lease which is about 7 km from Clough's Bar. The levee would be constructed of earthen materials taken from two quarries on either side of Useless Inlet and would have an engineering design similar to that of other breakwaters, such as at Hillary's Marina, with a relatively impermeable core of sandy material and an outer covering of rock. The State Energy Commission have agreed to a request by the Department of Planning and Urban Development to change the proposed route of the Harvey - Kvvinana 330kV transmission line at Mandogalup (near Kwinana). The proposed realignment requires amendments to the environmental conditions of Ministerial Statement 41 , and this is the inquiry under s46 into the proposed amendments. The proposal is to construct and operate a 132 kilovolt (kV) transmission line between either the Picton or Manjimup substations and Mineral Deposits Limited proposed mineral sands mine at Beenup. SECWA's preferred option is for an overhead supply at 132kV from the Manjimup substation. Two other options from Picton (Great North Road and Margaret River) are also proposed.
