Local Planning Scheme (LPS) 4 represents a consolidation and update of the Shire of
Chapman Valley’s (the Shire) existing LPS 3. The scheme proposes to ensure that the
scheme text is updated in accordance with the recent updates to the Planning and
Development (Local Planning Schemes) Regulations 2015.
The City of Karratha proposes Amendment 61 to rezone Lot 1 Dampier Road Gap
Ridge from ‘Rural’ to ‘Industrial Development’.
Introduce a General Industry, Strategic Infrastructure and Special Control area to facilitate the development of renewable energy facilities (introduced as an additional use) and workforce accommodation (Hyenergy proposal).
The amendment proposes to modify ‘Special Character Area’ provisions at Clause 5.7.3 of the Scheme, to provide for local government discretion in determining development applications when variation to a Schedule 4 standard is proposed.
The omnibus amendment proposes multiple changes to the scheme text, including modification of the land use permissibility table and provisions under the Restricted Use and Additional Use schedules
LPS Amendment 4 proposes to rezone part of Lot 9001 from ‘Urban Development’ zone to the ‘Residential’ zone (with a density of R20) and amend the Scheme Map accordingly.
The proposed amendment seeks to rezone the North Fremantle Urban Precinct from Industrial zone to Urban Deferred zone and Parks and Recreation reservation. The intent of the amendment is to facilitate redevelopment of the land for primarily mixed-use commercial and residential uses, with areas of public open space (POS) following the Lifting of Urban Deferment, Local Planning Scheme (LPS) amendment and detailed local structure planning.
To rezone the amendment area from 'Future Development' to 'Tourism'.
The City of Karratha proposes to introduce Special Control Area and Special Use zones in relation to the Cossack townsite to allow the consideration of low impact tourism development.
*The Shire of Exmouth has advised the EPA it will not be proceeding the scheme amendment.
The EPA will provide strategic advice to the Minister for Environment on the potential cumulative impacts of the activities and developments proposed for Exmouth Gulf. The assessment periods for Subsea 7‘s Learmonth Pipeline Fabrication Facility proposal and the Shire of Exmouth’s rezoning proposal will be extended so that the findings of this environmental study can be fully considered.
The Shire of Exmouth proposes Amendment 1 to rezone part of lots 223, 234, 235 and 1586 Minilya-Exmouth Road, Learmonth from 'Rural' and 'Foreshore Reserve' to 'Special Use 10' to facilitate the development of a pipeline fabrication facility (Learmonth Pipeline Fabrication Facility). The scheme amendment is being assessed on aspects that relate to the proposed change in zoning of the land.
The public review process for the scheme amendment is managed by the Shire of Exmouth and the review period will run from 2 October 2019 until the 30 November 2019.
