The City of Kalgoorlie-Boulder has initiated Town Planning Scheme 2 (TPS 2) to align with the
Planning and Development (Local Planning Scheme) Regulations 2015 (Regulations). TPS 2
proposes several zones where development will be subject to development provisions to
ensure compatibility and compliance with the Regulations and to limit the potential of
detrimental effects on sensitive land uses.

The Western Australian Planning Commission (WAPC) has resolved to prepare the Ashburton North Strategic Industrial Area (ANSIA) Improvement Scheme which will create a strategic industrial estate comprising major hydrocarbon processing industries and synergistic services and facilities.
Amendment 22 proposes to rezone land and introduce scheme provisions. Land currently zoned “Residential” between Taplin and Withnell streets is to be rezoned “West End Residential”, and land currently zoned “Residential”, between Withnell and McKay streets is to be rezoned “Town Centre". This will have the effect of extending the “Town Centre” zone to the east from McKay to Withnell Street.
Development in the “West End Residential” zone will be subject to special scheme provisions that define land use and building design.
