The proposal is to build and operate a rare earth plant on a site 4 km south of Alcoa Alumina Refinery and adjacent to the existing Rhone-Poulenc Gallium Plant at Pinjarra, approximately 100km south of Perth and 30 km south-east of Mandurah. The proposal is to establish a Rare Earth Treatment Plant at Pinjarra in Western Australia. The proposal has two stages. The first stage would treat the monazite with caustic to produce a solid containing rare earth hydroxides and a calcium phosphate waste.
