The Office of the Environmental Protection Authority (OEPA) this morning closely monitored an operation to open and inspect a shipping container and move its fully sealed contents into another container.
An independent inspector played a lead role in the unloading and repacking operation, which occurred inside a Dangerous Goods Area at Fremantle Port and was without incident.
The OEPA inspected the site, personnel, and equipment and was satisfied that all measures were in place to protect the environment and the local community prior to directing Rosslyn Hill Mining Pty Ltd to open the locked container.
Rosslyn Hill notified the OEPA in August that the load inside the container appeared unbalanced and that the container could not be safely transported until it had been opened and the load distribution corrected. The contents moved when the container was damaged while being loaded onto a ship in July.
OEPA Compliance Manager Ian Munro said the lead carbonate had remained safely inside water-proof, sieve-proof, double-lined bags throughout the operation.
