Woodside’s Browse and North West Shelf proposals out for public comment

An eight-week round of community consultation on the proposed Browse to North West Shelf Development and the North West Shelf Project Extension opens today.

The proposals are operated by Woodside Energy Ltd on behalf of their Joint Venture Partners.

EPA Chair Dr Tom Hatton said for the first time, the EPA was hosting the consultation platform on behalf of the Commonwealth and the community would have the opportunity to provide feedback on the separate State and Commonwealth assessments on the same website at the same time.

“These are complex and individual proposals that will require detailed assessment to determine the extent of the proposals’ impacts and how the environmental issues could be managed, and I encourage the community to review the proposals and provide feedback,” Dr Hatton said.

“Today, the EPA is releasing Woodside Energy’s environmental review documents for both proposals, which detail all of the environmental studies, impacts, proposed mitigation and management for the two projects in both State and Commonwealth jurisdictions.”

Browse to North West Shelf

Woodside Energy proposes to develop the Browse resource (up to 24 wells in State waters and 54 across both State and Commonwealth waters) using two Floating Production Storage and Offloading facilities, which will transport gas to the existing North West Shelf Karratha Gas Plant through a proposed 85km spur line and a 900km Browse Trunkline, using the existing North Rankin Complex.

On 22 January 2019, the EPA published its decision to assess the State components of the proposal and set a level of Public Environmental Review, with a review period of six weeks.

The component within State waters includes drilling, installation, commissioning, operation and decommissioning of up to 24 subsea wells and associated infrastructure to extract gas.

The Commonwealth component consists of the full project (including the State waters) incorporating 54 wells, two Floating Production Storage and Offloading facilities, an 85km inter-field spur line and a 900km Browse Trunkline.

North West Shelf Project Extension

Woodside Energy’s North West Shelf Project Extension proposal is for the long-term processing of third-party gas and fluids at the existing North West Shelf Facility until around 2070.

On 4 December 2018, the EPA determined to assess the proposal at a level of Public Environmental Review, with a review period of six weeks.

The proposal is being individually accredited by the Commonwealth for assessment by the EPA.

As the public review period for both proposals will fall over the Christmas period, an additional two weeks were added to the public review period to ensure all decision-making-authorities, stakeholders and interested parties have adequate time to review and comment on the ERD and associated documents.
