Proposal description

The proposal is to establish a silica sand mining operation at Gnangara, approximately 20 km north-east of Perth. Approximately 80% of the proposed project area is located over State Forest No 65 with the remaining 20% of the area covering private land.

The area of State Forest which would be affected by the proposal is zoned 'State Forest' under the Northern Forest Region-Regional Management Plan 1987-1997. This allows for multiple land use including water production.

The proposal is for the extraction of a high-purity silica sand layer which averages approximately 7 metres in thickness over a project area of about 660 hectares. Preliminary investigations have identified a reserve of an estimated 64 million tonnes of high-purity sand on the site. Additionally, some 74 million tonnes of quality concrete aggregate has been identified within the lease boundary.

Attachment 1 to Statement 024 - amendment to description of Project area from 540ha Crown Land, 120ha private land to 540 ha Crown Land - approved on 8 May 2008.

Attachment 2 to Statement 024 - A second proponent, Urban Resources Pty Ltd, to operate an additional sand quarry and processing works under Statement 024 on lot 5892 Maralla Road - approved on 20 January 2011. Note: Lot 5892 Maralla Road was removed from Statement 024 under section 45C on 8 May 2008. The present 45C process reinstates Lot 5892 Maralla Road as part of Statement 024 and nominates Urban Resources Pty Ltd as the proponent for this piece of land only. Rocla Pty Limited remains the proponent for the remainder of the land under Statement 024.
