In March 1988 the Health Department of Western Australia, the proponent, requested that the waste receival time on Saturday at the Westfield Treatment Plant be changed from 9.00 am to 12.00 noon to 7am to 4.00pm. During its assessment of this request (EPA Bulletin 348) the EPA, after consulting with the City of Armadale and other decision making authorities, found the change acceptable. The EPA reported to the Minister for the Environment in August 1988 that the proposal was acceptable. In October 1988 the Minister for the Environment issued his statement that the proposed change was acceptable. However, as a result of a typing error in that statement, the new time for receiving waste on Saturday read 9.00am to 4.00pm and not 7.00am to 4.00pm as assessed.
