Amendment 159 proposes to update the zoning and reservation of various land parcels across the City to match the developed on-ground situation, existing tenure of various landholdings, and respond to the outcomes of MRS Amendment 1393/57.
The amendment proposes rezoning of Land to District Centre zone; assignment of Density Codes to Kelmscott District Centre Precinct Structure Plan area; reclassification of Lot 39 Page Road, Kelmscott to Parks and Recreation (Local); rezoning of various lots on Gilwell Avenue/Clifton Street and Lot 802 Erica Street to Residential; Removal of Special Use Zone 1 from portion of Page Road and Fancote Park; application of Development Area No.67 (Special Control Area) over the Kelmscott District Centre; District Centre Zone objectives review; District Centre Zone Land Use Permissibility review.
The Shire has initiated Amendment 154 to Town Planning Scheme 3 (TPS3), which proposes to add Lot 1 Riverbend Lane Scotsdale (Lot 1) in Additional Use (AU) Site No. 12 ‘Educational Establishment’ in Appendix 2 Schedule of Additional Use Sites and amend the scheme map accordingly. This is to enable the expansion of the existing school site located to the north of Lot 1. It is also proposed to amend the scheme text in AU Site No 12. to replace Pt Lot 613 Scotsdale Road with Lot 110 on Plan 21633 (No. 222) Scotsdale Road Scotsdale. This is the existing school site.
The scheme gives effect to Improvement Plan 47: Mandogalup, to provide a statutory instrument to implement the strategic planning framework for Mandogalup.
The amendment proposes to transfer a 3.77 hectare portion of Lot 96 Starflower Road, Henley Brook from ‘Public Purposes – Special Uses’ reserve to the ‘Urban’ zone, to facilitate future residential development and related land uses
The amendment proposes a scheme amendment to rezone land at Lot 132 (No.23) Wirra Corner, Part Lot 9002 (No. 548) and Lot 9035 Lyon Road, Wandi from ‘Rural Water Resource’ and ‘Special Rural’ to ‘Development’ zone, to facilitate the residential development. The amendment also proposes to amend the boundary of Development Contribution Area 5 Wandi and Development Contribution Area 9 Wandi/Anketell to include the subject land.
The amendment proposes to rationalise zonings and to remove provisions from Table 9 of the Scheme, to reflect existing development that has been undertaken at the areas identified above, in accordance with the Twin Bartram Local Structure Plan (No. 36), Wentworth Heights, Success Local Structure Plan (No. 14) and Lot 3 Sciano Avenue, Success Structure Plan (No. 14A). The proposed amendment also seeks to reduce the spatial extent of ‘Development Area’ Special Control Area No. 14 (DA 14) in the scheme map.
The Shire proposes to replace its existing planning scheme with Local Planning Scheme 3 (LPS 3). The proposed LPS 3 will provide for consistency with updates to the Planning and Development (Local Planning Scheme) Regulations 2015 and model scheme text.
The amendment proposes to rezone approximately 56 hectares of land generally bound by Armadale Road, Hanlin Road and Broome Street, Forrestdale from the ‘Rural’ zone, to the ‘Urban’ and ‘Urban Deferred’ zones and ‘Parks and Recreation’ and ‘Primary Regional Roads’ reservations.
