The proposed amendment seeks to rezone the North Fremantle Urban Precinct from Industrial zone to Urban Deferred zone and Parks and Recreation reservation. The intent of the amendment is to facilitate redevelopment of the land for primarily mixed-use commercial and residential uses, with areas of public open space (POS) following the Lifting of Urban Deferment, Local Planning Scheme (LPS) amendment and detailed local structure planning.
Amendment 1399/57 proposes to transfer approximately 1.53 hectares of land in Ascot, City of Belmont, from the Parks and Recreation reservation to the Urban zone.
Amendment 1398/57 proposes to transfer approximately 1.3 hectares of land in Girrawheen from the ‘Public Purposes – High School’ reserve to the ‘Urban’ zone under the Metropolitan Region Scheme. The proposed ‘Urban’ zoning will facilitate the development of a community centre.
Amendment 6 proposes to amend LPS 3 to allow for ‘Drive-In Takeaway Food Shop’ and ‘Licensed Restaurant’ to be considered within the General Town Centre Zone in the Kwinana City Centre.
Amendment 72 proposes to insert objectives for the ‘Industrial’ zone at Part IV of Town Planning Scheme 4. The proposed amendment is to provide consistency with the Model Provisions from the Planning and Development (Local Planning Schemes) Regulations 2015 and guidance to Council in considering future development within the ‘Industrial’ zone.
Amendment 183 proposes to rezone Lot 4 Fifty Road, Baldivis from ‘Rural’ to ‘Special Rural’ and to insert the Lot in Special Rural Zone Schedule 4 of the Town Planning Scheme. The proposed rezoning is to facilitate future subdivision and development of a second residential lot at the proposal site.
Amendment 5 proposes to amend clause 1.6.2 of the City’s Local Planning Scheme text and map so they align with the proposed planning provisions in the Special Control Area created under the City’s Planning Scheme provisions.
The amendment proposes to insert a ‘Royal Perth Hospital Flight Path Protection Special Control Area’ at Schedule 8 of the Scheme. The amendment proposes provisions to control maximum development height within the flight path corridor, to protect the corridor from obstructions and/or hazards. The proposed provisions include a process for consultation with the East Metropolitan Health Service as the owner of the Royal Perth Hospital helipad site.
Amendment 48 proposes to modify the Special Control Area No. 27 (SCA) simplify the maximum plot ratio controls. It does not propose additional development potential for the site but proposes to provide greater flexibility for future development options.
The amendment is to rezone John Septimus Roe Anglican School (Lot 24 Beechboro Road, North and Lot 385 Blackboy Way, Beechboro) from ‘Private Clubs and Institutions’ to ‘Residential Development’.
