Local Planning Scheme 13 (LPS 13) represents an update to the City of Cockburn’s
existing Town Planning Scheme 3 (TPS 3) to ensure consistency with the
requirements of the Model Provisions at Schedule 1 of the Planning and Development
(Local Planning Schemes) Regulations 2015 (the Regulations), the City’s Local
Planning Strategy, and relevant state planning legislation and policy.
The amendment proposes to rezone a portion of Lot 500 Madigan Road, Gap Ridge from Rural Residential to Tourism. The amendment will resolve split zoning across the lot and facilitate an extension of the adjoining workers accommodation village.
The amendment proposes to rezone areas from ‘Development’ zone to ‘Residential
(R20-60)’, ‘Parks and Recreation’, ‘Lakes and Drainage’, ‘Public Purposes – Water
Corporation’, or ‘Local Road’ consistent with structure plans and local reserves.
The amendment proposes to increase residential density from R30 to R160, and to introduce additional provisions to the scheme text to control future development.
The amendment proposes the following rezonings and associated
modification of the scheme maps: Lot 31 Marshall Street, Hyden from ‘Rural’
to ‘General Industry’; Lots 1, 2, 8, 9, 10, 11 & part Lot 9500 Munday Loop,
Hyden from ‘Urban Development’ to ‘General Industry’; Meeking Crescent,
Hyden, to be recognised as a Local Road Reserve; and a number of scheme
text changes.
The purpose of this omnibus amendment is to amend several parts of the scheme consistent with the ‘Report of Review’ considered by the Western Australian Planning Commission in May 2022. This Amendment includes rezoning and mapping changes.

The Metropolitan Redevelopment Authority (DevelopmentWA) has prepared the Bentley Redevelopment Scheme which proposes to guide development of the Bentley Redevelopment Area.
The amendment proposes to rationalise various lots and reserves by rezoning land from ‘Development’ to ‘Residential’ and ‘Local Scheme Reserve – Public Open Space’. The Local Structure Plan No. 64 text and provisions, and relevant scheme maps, are to be amended accordingly.
