Amendment 1 has been prepared to facilitate the implementation of new precinct structure plans (which are proposed to be concurrently advertised with the amendment) for: Chinatown/Old Broome and Cable Beach. The amendment proposes scheme text changes (including introduction of structure plan requirements and modifications to definitions in the scheme) and also proposes land use zoning and R-code changes within the Chinatown/Old Broome structure plan area.
The amendment proposes to rezone various lots along Helena Valley Road and Midland Road from the ‘Rural’ zone to the ‘Urban’ and ‘Urban Deferred’ zone, ‘Parks and Recreation’ zone, and ‘Primary Regional Roads’ reservation. The scheme map is to be amended accordingly.
The amendment proposes to transfer 45.79 hectares (ha) of land at the above location from the ‘Rural’ zone and ‘Railways’ reserve, to the ‘Urban’ zone and ‘Railways’ and ‘Parks and Recreation’ reserves. The amendment is to facilitate the development of the Karnup station precinct.
The amendment proposes to change the permissibility of a ‘Grouped Dwelling’ in a ‘Rural’ zone from an ‘X’ use to a ‘D’ (discretionary) use in the Zoning Table (Table 1).
The amendment proposes to reclassify areas from ‘Rural Residential’ zoning to ‘Local Scheme Reserve – Drainage/Waterway, or ‘Environmental Conservation’ or ‘Public Purposes; or Local Road and deleting the provisions relating to ‘RR19’ in Schedule 8 (Rural Residential Zone Special Provisions) and replacing those provisions with special provisions.
The amendment proposes to rezone Lot 5905 Cowalla Road, Wanerie from ‘General Rural’ to ‘General Rural (GR 10)’. The amendment also proposes to include new provisions at Schedule 10 of the Scheme to guide future subdivision of the amendment area.
The amendment proposes to rezone a 20.8 hectare (ha) portion of Lot 2977 Patstone Road, Collie from the ‘Rural’ to ‘Light Industry’ zone to facilitate future development of an industrial hub. The amendment also proposes to insert provisions at Table 8 of the Scheme to guide and manage future land uses within the amendment area.
The amendment proposes to rezone lands at the above locations from the ‘Rural’ zone and ‘Other Regional Roads’ reservation, to the ‘Urban’ zone and ‘Primary Regional Roads’ reservation. The amendment is to facilitate future development for urban land uses.
The amendment proposes to rezone Lot 2 Fisher Road Kudardup from General Agriculture to Rural Residential zone, and amend Schedule 7 special provisions relating to development rural residential land, specific to Lot 2. Amendment 77 is approximately 74.7 hectares in area.
The amendment proposes to rezone portions of Lots 28 and 36 Woodvale Drive,
Woodvale from ‘Rural’ and ‘Private Community Purposes’ to ‘Residential’ (R30). The
proposed amendment is to facilitate future residential development consistent with the
City of Joondalup’s Local Planning Strategy.
