Amendment 4 proposes to increase the residential density coding over the area from R5 to R10.
The amendment proposes a scheme text amendment to list the land use of ‘Brewery’ as a discretionary use for the Special Use Zone 14, in relation to Lot 62 Dirk Hartog Island, to facilitate the establishment of a distillery at the site.
LPS Amendment 4 proposes to rezone part of Lot 9001 from ‘Urban Development’ zone to the ‘Residential’ zone (with a density of R20) and amend the Scheme Map accordingly.

The amendment also proposes to insert ‘Special Provision Area No. 76’ at Schedule 3 of the Scheme, and to amend the Scheme map to remove the ‘Landscape Value Area – Special Control Area’ from the subject site.

LPS 2 is proposed to replace the existing Local Planning Scheme 1. The changes are predominantly to update the Scheme to align with the Planning and Development Regulations 2015 and to reflect existing land use. The new scheme proposes a number of changes including new zones, rezoning’s, text updates, scheme provision amendments, additional uses to reflect actual land uses and the introduction of several Special Control Areas.

The EPA will provide strategic advice to the Minister for Environment on the potential cumulative impacts of the activities and developments proposed for Exmouth Gulf. The assessment periods for Subsea 7‘s Learmonth Pipeline Fabrication Facility proposal and the Shire of Exmouth’s rezoning proposal will be extended so that the findings of this environmental study can be fully considered.
The Shire of Exmouth proposes Amendment 1 to rezone part of lots 223, 234, 235 and 1586 Minilya-Exmouth Road, Learmonth from 'Rural' and 'Foreshore Reserve' to 'Special Use 10' to facilitate the development of a pipeline fabrication facility (Learmonth Pipeline Fabrication Facility). The scheme amendment is being assessed on aspects that relate to the proposed change in zoning of the land.
The public review process for the scheme amendment is managed by the Shire of Exmouth and the review period will run from 2 October 2019 until the 30 November 2019.
