The Shire of Busselton proposes to build a regional aerodrome to cater for the requirements of the Royal Flying Doctor Service and for local aviation operators, as well as to provide a focus for anticipated growth in tourism serviced by air transport throughout the South West Region of Western Australia. The proposal is to increase the capacity of Alcoa's Wagerup Refinery, located about 120 km south of Perth, from the current 1.7 Mtpa to 3.3 Mtpa of alumina, with a proportionate increase in production of bauxite from the mobile mining operations, currently located at Willowdale, about 8 km east of the refinery. The proposal is for a bypass road around the urban areas of Busselton. The selected alignment has the potential for significant impacts on the Broadwater wetland suite, which has been recommended for conservation of its natural values in Recommendation 1.2 of the System One report (Environmental Protection Authority, 1973).
