EPA Referral Information Guide
Summary: A number of documents have been prepared by the EPA to assist proponents and decision-making authorities to comply with the requirements of Environmental Impact Assessment (Part IV Division 1) Administrative Procedures 2002. These are:

EPA Referral Guide (DMA)- General Guide to State Government Departments and Local Authorities (as 'Decision-Making Authorities')
Summary: This guide has been prepared to assist Decision-Making Authorities (DMAs) in deciding when and how to make referrals to the EPA. DMAs should also familiarize themselves with the EPA's Guidance Statement No. 33 (Environmental Guidance for Planning and Development, June 2005), together with any relevant Memorandum of Understanding between the EPA and DMAs. EPA Referral Form (DMA) - Referral by the Decision-Making Authority
Summary: A referral to the EPA by a DMA under Section 38(1) must be made on this form. Before completing this form, DMAs are encouraged to familiarise themselves with the EPA's General Guide to Decision Making Authorities for Referral of Proposals, and any Guides for Referrals for specific categories of proposals (copies can be obtained on the EPA's website and through the contacts provided in Section 3). These Guides provide information on the types of proposals which need to be referred and specific information required in respect of different categories of proposals. EPA Referral Form - Referral by Proponent
Summary: Section 38(1) of the Environmental Protection Act 1986 provides that where a development proposal is likely to have a significant effect on the environment, a proponent may refer the proposal to the Environmental Protection Authority (EPA) for a decision on whether or not it requires assessment under the Act. EIA Scoping Document - Guide to Preparing an Environmental Scoping Document
Summary: Where the proponent expects a level of assessment of PER or ERMP to be set by the EPA, they are encouraged to prepare and submit an Environmental Scoping Document as part of their proposal referral to the EPA. Where the EPA has set the level of assessment of PER or ERMP, the proponent is required to prepare an Environmental Scoping document if one has not been submitted as part of the referral. EIA Principles, Factors & Objectives - Guide to EIA Principles, Factors and Objectives
Summary: It is the EPA's responsibility to determine the environmental factors and objectives that it considers relevant to any proposal assessment. Therefore, it is important to seek early agreement with the EPA on those factors and objectives that a proponent intends to apply in the environmental documentation. The Environmental Scoping document is the appropriate place to do so for PER's and ERMP's. PER/ERMP Guidelines - Guidelines for Preparing a Public Environmental Review/ Environmental Review and Management Programme
Summary: These generic guidelines are provided to assist the preparation of the proponent's environental review document. Project specific information related to the proposal, environmental principles and factors, impacts, management, consultation and proposed investigations are required to be outlined in the Environmental Scoping document prepared by the proponent. The Environmental Scoping document, along with these generic guidelines, comprise the EPA agreed project guidelines.
