| Summary: In 2002, Alcoa applied to the Minister for the Environment for approval to vary the allowable level of its Wagerup Refinery noise emissions from the prescribed standard. The Environmental Protection Authority provided its advice to the Minister in Bulletin 1215 in January 2006 in conjunction with its advice on the proposed Wagerup 3 expansion. Following the announcement by Alcoa in late 2008 that Wagerup 3 would be delayed, and after consideration of a Noise Reduction Study, the EPA developed a Proposed Strategy for Assessment of Alcoa's Noise Regulation 17 Application. Essentially the Strategy involves a change of emphasis from engineering noise reduction to noise amelioration through purchase of noise-affected properties and noise insulation of dwellings. The Strategy was put out for stakeholder comment in mid-2009 and was discussed with the Wagerup Tripartite Group. Following this process, the EPA now provides advice supplementary to advice of 2006. The EPA recommends the granting of a noise regulation 17 approval along the lines of the Strategy, that is for a two-year period in which Alcoa must use best endeavours to purchase the remaining noise-affected properties.

MIC's Australind Plant, located at Lot 4 Old Coast Road, was established in 1963. The company considers that the proximity of neighbours made it unlikely that its noise emissions could practicably comply with the prescribed noise limits.
