Summary: The Town of Port Hedland, the Responsible Authority, initiated Amendment 22 to its Town Planning Scheme No.5 (TPS5) in June 2009. Amendment 22 arose out of recommendations from the Town of Port Hedland’s Land Use Master Plan (LUMP) (Town of Port Hedland, 2008). These recommendations include reducing the potential for human exposure to dust.
The Environmental Protection Authority (EPA) set the level of assessment as ‘Scheme Assessed – Environmental Review’ in September 2009. The EPA determined that Amendment 22 warranted formal assessment due to the level of uncertainty of increasing residential density in an area recognised as having air quality (dust) levels that often exceed national standards.
This report provides the EPA's recommendations to the Minister for Environment on the proposed scheme amendment.
