Port Rockingham Marina – inquiry under section 46 of the Environmental Protection Act 1986 to amend Ministerial Statement 826

Summary:

The Port Rockingham Marina proposal is to construct and operate a new marina facility located at the intersection of Wanliss Street and Rockingham Beach Road, Rockingham, within Cockburn Sound.

The Minister for Environment has requested that the Environmental Protection Authority (EPA) inquire into and report on the matter of changing the implementation conditions relating to the Port Rockingham Marina proposal, in order to extend the ‘Time Limit of Authorisation’ for substantial commencement (condition 3).

The following is the EPA’s Report and Recommendations (No. 1583) to the Minister pursuant to section 46(6) of the Environmental Protection Act 1986.

Pilbara Bulk Ore Transportation System

Summary:

Mineral Resources Limited (the proponent) proposes to construct and operate a Pilbara Bulk Ore Transportation System (BOTS), and associated infrastructure. The BOTS extends 330 kilometres from the Iron Valley mine site tenement boundary (M47/1439) to the Port Hedland Pilbara Port Authority boundary.

Extension to the Wiluna Uranium Project

Summary: Toro Energy Limited (Toro) proposes to extend its Wiluna Uranium Project, which was assessed by the EPA in May 2012 and approved for implementation subject to conditions. Toro subsequently acquired the neighbouring Millipede and Lake Maitland deposits, located 30 kilometres (km) south and 105 km south-east of Wiluna respectively. It proposes to develop the two deposits and associated infrastructure (Proposed Extension).

This report provides advice and recommendations to the Minister for Environment on the Environmental Protection Authority’s environmental impact assessment of the proposal by Toro.

Summary:

The Minister for Environment has requested that the Environmental Protection Authority (EPA) inquire into and report on the matter of changing the implementation conditions relating to the Magellan Lead Carbonate Project proposal in order to:

• extend the time limit on shipments of lead carbonate through Fremantle Port (condition 3A); and

• reduce the amount of the financial assurance required and allow the release and reinstatement of the financial assurance in the event operations are suspended (condition 18).

Marillana Creek (Yandi) life-of-mine proposal – inquiry under section 46 of the Environmental Protection Act 1986 to amend Ministerial Statement 679

Summary: The Marillana Creek (Yandi) Life-of-Mine proposal involves the mining of iron ore within Mining Leases 270SA and 47/292, 90 kilometres north-west of Newman in the Shire of East Pilbara. The Minister for Environment approved the proposal for implementation, subject to the implementation conditions of Ministerial Statement 679 (6 July 2005).

The proponent for the proposal, BHP Billiton Iron Ore Pty Ltd, has requested changes to the implementation conditions of Ministerial Statement 679. The Minister for Environment has requested that the Environmental Protection Authority (EPA) inquire into and report on the matter of changing the implementation conditions relating to the Marillana Creek (Yandi) Life-of-Mine proposal.

Cyclone Mineral Sands Project

Summary: Lost Sands Pty Ltd proposes to develop and operate the Cyclone Mineral Sands Project, located on the northern margin of the Eucla Basin, approximately 317 kilometres (km) north of Eucla and 220 km north of the Trans-Australia Railway (Figure 1). Yeelirrie Uranium Project

Summary:

Cameco Australia Pty Ltd proposes to develop an open pit mine for uranium ore and associated processing facilities at Yeelirrie in the Northern Goldfields region of Western Australia, approximately 420 km north of Kalgoorlie-Boulder, and 70 km south-west of Wiluna.

The proposal is to mine up to 7,500 tonnes of uranium oxide concentrate (UOC) per year over 22 years, to be transported by road for export through the Port of Adelaide. Infrastructure would include two open pits, processing facilities, roads, accommodation, and stockpile and laydown areas.

This report provides advice and recommendations to the Minister for Environment on the Environmental Protection Authority’s environmental impact assessment of the proposal by Cameco Australia Pty Ltd.

This report provides the Browse Delegates’ (the Delegates) advice and recommendations to the Minister for Environment on the strategic proposal by the Minister for State Development to construct a Common User LNG Precinct at James Price Point in the Kimberley to process gas from the Browse Basin.

The Delegates were tasked with assessing the proposal after the Supreme Court of Western Australia found the Environmental Protection Authority’s July 2012 report was invalid and that there had been no valid assessment under the Environmental Protection Act 1986. The EPA, with the Minister for Environment’s approval, delegated its powers to the three delegates.

Orebody 31 Iron Ore Mine Project

Summary:

This report provides the advice and recommendations of the Environmental Protection Authority (EPA) to the Minister for Environment on the outcomes of its environmental impact assessment of the proposal by BHP Billiton Iron Ore Pty Ltd to develop and operate the Orebody 31 Iron Ore Project.

BHP Billiton Iron Ore proposes to mine a new iron ore deposit at Orebody 31 located approximately 40 km east of Newman in the Pilbara Region of Western Australia. The proposal will utilise the existing approved Orebody 18 Hub Mine ore handling facilities, including primary crusher, stockpiles and train load out facilities, located immediately west of Orebody 31. Production from Orebody 31 will replace that from Orebody 18 mine, which is intended to be decommissioned in 2018. The Orebody 31 mine will produce approximately 30 million tonnes per annum of iron ore.

The deposit is estimated to be 70 per cent below the water table and therefore the proposal will require mine dewatering of up to 16.2 GL/a to facilitate dry mining conditions. Surplus mine dewater management may include reuse onsite or transfer to other mining operations, discharge to Ophthalmia Dam and surrounding infiltration ponds, and surface discharge to local creek lines.

The proposed total clearing for the proposal is up to 2,500 ha of native vegetation in ‘good to excellent’ condition within a development envelope of 4,075 ha.

Yoongarillup Mineral Sands Project

Summary:

This report provides the Environmental Protection Authority’s (EPA’s) advice and recommendations to the Minister for Environment on the outcomes of its environmental impact assessment of the Yoongarillup Mineral Sands Project.

The proposal is to develop, mine, rehabilitate and decommission the project. The proposal is located approximately 17 kilometres south east of Busselton. The proposal includes: the construction of the mine and associated infrastructure (offices, workshops, laydown area, roads, and ore processing facilities); the mining and processing of heavy mineral concentrate; the backfilling of mined pits; and the rehabilitation and decommissioning of disturbed areas. Heavy mineral concentrate produced at the mine site will be transported offsite by road for further processing.

The Minister for Environment has requested (on 12 November 2014) that, under section 46 of the Environmental Protection Act 1986 (EP Act), the Environmental Protection Authority (EPA) inquire into and report on the matter of changing the implementation conditions relating to the Kemerton Silica Sand Mining Proposal, Additional Mining Areas and Transfer of land for conservation proposal.

This is the EPA’s Report and Recommendations to the Minister pursuant to section 46(6) of the EP Act.

Environmental and health performance of waste to energy technologies

Summary:

Advice of the Environmental Protection Authority to the Minister for Environment under Section 16(e) of the Environmental Protection Act 1986

On 16 November 2011, the Minister for Environment wrote to the Chairman of the Environmental Protection Authority (EPA) and the Chairman of the Waste Authority, requesting that the two Authorities investigate the environmental and health performance of waste to energy technologies internationally.

This request sought information on:

  • legislation for the establishment and operation of waste to energy facilities, focussed on emissions, in jurisdictions where these facilities currently exist;
  • current emissions from established and operating best practice facilities; and
  • current and historical level of compliance of these facilities.

The Minister requested that the information gathered be from full-scale, commercial plants that process municipal solid waste (MSW) and from a variety of technology types.

To assist with this investigation, WSP Environment and Energy Ltd were engaged to undertake a technical review of waste to energy plants around the world. These technical reports are attached. The reports provide detailed information to address the issues identified by the Minister for Environment. This advice from the EPA and Waste Authority draws on the technical advice to make recommendations that are relevant to the Western Australian situation.
