1080	Kwinana Combined Cycle Power Plant
	Summary: This report provides the advice and recommendations of the Environmental Protection Authority (EPA) to the Minister for the Environment and Heritage on the environmental factors relevant to the proposal by Perth Energy Pty Ltd to construct, operate, and maintain a 120MW combined cycle gas turbine (CCGT) power plant on a site located in Kwinana, Western Australia. The CCGT power plant has been proposed by the proponent in response to a demand for an independent, cleaner, more efficient and cost competitive energy supply. The proposed power plant will generate and sell electricity into the electricity market, which will include all customers with an average load greater than 300MWhr per year (average load of 34kW) from 1 January 2003. 1079	Yakabindie Nickel Project - Further Extension of Approval Period
	Summary: The Yakabindie Nickel Project was originally approved in December 1990 and has since been the subkect of 5 reviews under Section 46 of the EP Act. These reviews have related to changes to the proposal and extensions of the time limit of approval. The last extension of the time limit of approval was granted in October 2001 in order to give WMC Resources Ltd, which had recently acquired the project, time to submit details of its plans for future activities. In its letter of 6 June 2002, WMC Resources Ltd, sets out its future plans for the project through a time table for project development. WMC Resources Ltd has requested a further 5 year extension of the approval in order to accommodate this timetable. 1077	Methanol Complex, Burrup Peninsula
	Summary: Methanex Australia Pty Ltd proposes to establish a methanol complex on the Burrup Peninsula, consisting of two nominal 6,000 tonne per day (tpd) methanol plants, two air separation units, methanol storage (220,000 tonnes), a desalination plant, transport of raw materials and products to and from the plant site and ship loading operations at Dampier Port. The first of the two methanol facilities will be a Lurgi Oel-Gas-Chemie plant that employs the “latest generation technology”, incorporating a primary and secondary reformer. The technology has not been chosen for the second methanol plant since it will not be constructed in the near future. 1076	James Point Stage One Port, Kwinana
	Summary: James Point Pty Ltd (JPPL) proposes to construct and operate Stage 1 of a private container and general cargo Port (consisting of a reclaimed land-backed cargo wharf, associated cargo handling facilities and an offshore breakwater) to the north of James Point in Cockburn Sound. The Environmental Protection Authority (EPA) is aware that the ultimate Port proposal at James Point may involve further stages. However, at this point in time, the EPA is only providing advice and recommendations to the Minister for the Environment and Heritage on Stage 1 of the James Point Port. 1075	Methanol Plant and Product Export, Burrup
	Summary: This report provides the advice and recommendations of the Environmental Protection Authority (EPA) to the Minister for the Environment and Heritage on the environmental factors relevant to the proposal by Australian Methanol Co Pty Ltd, a subsidiary of GTL Resources PLC, to construct and operate a methanol plant of 1.05 million tones per annum (Mt/a) nominal capacity, at Withnell East industrial area on the Burrup Peninsula, which includes infrastructure for the export of product through the Port of Dampier. The plant will convert natural gas to methanol using the proven, proprietary Combined Reforming Technology of Lurgi Oel-Gas-Chemie GmbH (Lurgi). The Withnell East industrial area was identified as suitable for industrial use by the Burrup Land Use Plan which was endorsed by Cabinet in 1996. The plant site is in close proximity to the Woodside facility for gas supply and approximately 4km from the Port of Dampier. The proposal was referred to the EPA in November 2001 and was originally advertised as having the potential to be assessed as an Environmental Protection Statement. However, at the proponent’s request this was upgraded to a Public Environmental Review (PER) in July 2002. The proposal requires formal assessment as it is situated on a greenfields site in a sensitive environment. Vegetation clearing, atmospheric emissions, including greenhouse gases, and discharge of wastewater to the marine environment have potentially significant environmental impacts. 1073	Coral Coast Resort
	Summary: Coral Coast Marina Development Pty Ltd (CCMD) has proposed to develop a Coral Coast Resort (CCR), which includes tourist, residential and incidental commercial facilities centred around an inland marina, at the site called Mauds Landing. Mauds Landing is located in the southern portion of the Ningaloo Marine Park, approximately three kilometres north of the existing Coral Bay settlement. The marina and its associated facilities would provide an opportunity for people and boats to be housed and to have access through Bateman Bay into the wider Ningaloo Marine Park. The CCR proposal envisages the establishment, in the first stage, of a marina, a caravan park, an interpretative centre, a back-packers facility, stage one of a resort complex, provision of utilities infrastructure and the preparation of land with services for sale at a later date. The CCR proposal assessed by the EPA in this report envisages a marina, a resort complex, private housing, a variety of short-stay accommodation, basic utilities infrastructure and associated commercial buildings and shops. 1069	Relocation of Cedric Street Wetland - Extension of Time Limit
	Summary: The project which allows for the recreation of a series of wetlands to replace the ecological, hydrological and social functions currently associated with the Cedric Street Wetland was originally approved in April 1993. It has since been the subject of a review under Section 46 of the EP Act. The review was for an extension of the approval period and was granted on 17 September 1999 (Statement 522) for an additional two years. As the proposal has not yet been implemented, the proponent is seeking to further extend the time limit for commencement in accordance with Condition 9-4. 1067	Strategic Planning for Future Power Generation - Pinjar Power Station Expansion, Kwinana/East Rockingham Power Station, Kemerton Power Station, New Bunbury Power Station and Collie Power Station Expansion. No appeals
	Summary: Western Power Corporation has requested early advice on any constraints which may be “fatal flaws”, from an environmental impact perspective, which may apply to the installation of power generation facilities at sites at Pinjar, Kwinana, Kemerton, Bunbury and Collie. The proponent’s intent is to have an array of sites on which power providers could propose new power stations. It is not proposed that all sites would be used in the near future and any proposal for a specific site would be subject to more detailed assessment under s38 of the Environmental Protection Act 1986. 1063	Plans for Bauxite Mining, and Road and Conveyer Stream Crossings in CAR Informal Reserves, Mining Lease 1SA
	Summary: The Commonwealth of Australia and the State of Western Australia signed the Regional Forest Agreement (RFA) on 4 May 1999. The RFA established a system of Formal and Informal Comprehensive, Adequate and Representative (CAR) Reserves. Such Reserves are located throughout the area defined as the RFA boundary and some are within Alcoa of Australia's Mining Lease (ML) 1SA. The RFA process provides for disturbance of CAR informal reserves subject to relevant State approval processes. The EPA has developed, inconsultation with Alcoa, the Department of Conservation and Land Management (CALM) and the then Department of Resources Development, a process to review plans by Alcoa to disturb CAR Informal Reserves within ML1SA. This process is consistent with the requirements of the RFA and the Environmental Protection Act 1986. 1062	Pine Sawmill, Dardanup - Noise Regulation 17
	Summary: Wespine Industries Pty Ltd ("Wespine") operates a pine sawmill at Moore Road, Dardanup pursuant to the Dardanup Pine Log Sawmill Agreement Act 1992 (WA) and Ministerial Statement No. 312 of 1993. The promulgation of the Environmental Protection (Noise) Regulations 1997 ("the noise regulations") in 1997 created obligations on Wespine that were inconsistent with the Ministerial Statement, in relation to allowable levels of noise emissions. The noise regulations provided for this contingency through noise regulation 17. Regulation 17 confers upon the Minister for the Environment the power to vary the application of the requirements of the noise regulations in appropriate circumstances by issuing an Approval for such a variation. Wespine has sought such an Approval. Noise regulation 17 requires an application for variation to be referred to the Environmental Protection Authority (EPA) for assessment. Where the EPA is of the view that noise emissions will vary from a prescribed standard in the noise regulations, the EPA is to inform the Minister, assess the application, and report to the Minister. The Minister has been informed (15 July 1999) and this report provides the EPA’s advice and recommendations, as required by noise regulation 17(3)(b). 1059	Telfer Project, Expansion of Telfer Gold Mine, Great Sandy Desert
	Summary: This proposal is for an expansion of the Telfer Gold Mine. The proposed Power Supply and Infrastructure Corridor associated with this proposal is being dealt with separately. The mine expansion would result in increased power requirements and so a number of options are proposed to transport energy from Port Hedland to the mine site. The Power Supply and Infrastructure Corridor proposal is set out in a separate referral to the EPA (Newcrest Mining Limited 2002b). The mine expansion and power supply proposals have been separated because it is likely that the mine and power supply will eventually be operated by different proponents. Nevertheless, the proposals have been developed and assessed in parallel. The EPA has assessed the power supply proposal through the Environmental Protection Statement process. 1058	Telfer Project, Power Supply and Infrastructure Corridor, Port Hedland to Telfer Gold Mine, Great Sandy Desert
	Summary: This proposal is to supply power to an expanded mining operation at the Telfer Gold Mine. The proposed expansion of the Telfer Gold Mine associated with this proposal is being dealt with separately. That mine expansion is set out in a separate referral to the EPA (Newcrest Mining Limited 2002b). The mine expansion and power supply proposals have been separated because it is likely that the mine and power supply will eventually be operated by different proponents. Nevertheless, the proposals have been developed and assessed in parallel. The EPA has assessed the mine expansion proposal through the Assessment on Referral Information process. 1056	Iron Ore Mine, Downstream Processing Direct-reduced and Hot-briquetted Iron and Port, Cape Preston, WA
	Summary: Austeel Pty Ltd proposes to mine iron ore from the George Palmer Orebody on a pastoral lease about 25km south of Cape Preston. Ore will be fed to a purpose-built process plant to produce up to 13.8 million tonnes per annum of pellet iron and 4.7 million tonnes per annum of direct reduced iron (DRI) and/or hot briquetted iron (HBI). The products will be exported via a new port to be built at Cape Preston and Preston Island. Associated components comprise waste dumps, tailings storage facility, onsite accommodation for 420 (with up to 550 at Karratha), a 25km long transport corridor and a causeway from the mainland to the port off Preston Island. 1052	Bullsbrook Turf Farm Expansion, Lot 8 Raphael Road, Bullsbrook
	Summary: Mr John Maas (Bullsbrook Turf) proposes to expand the existing turf farm at Lot 8 Raphael Road, Bullsbrook from 12 hectares (ha) to 26 ha. The proposal is within the Ellen Brook catchment. The turf farm has two centre pivot irrigators (pivots 1 and 2) with a combined irrigated area of 26 ha. The proponent currently has 8 ha of turf under pivot 1 and 4 ha of turf under pivot 2. 1051	Transmission line from Cataby substation to Eneabba substation
	Summary: This report provides the advice and recommendations of the Environmental Protection Authority (EPA) to the Minister for the Environment and Heritage on the environmental factors relevant to the proposal by Western Power Corporation (WPC) to construct and maintain a 132 kilovolt (kV) transmission line from the Cataby substation to a substation at Eneabba. The transmission line will follow a route over approximately 80 kilometres (km) and will traverse the Coomallo Nature Reserve and the Hill River Nature Reserve. Methanol Plant and Product Export, Burrup

Summary: This report provides the advice and recommendations of the Environmental Protection Authority (EPA) to the Minister for the Environment and Heritage on the environmental factors relevant to the proposal by Australian Methanol Co Pty Ltd, a subsidiary of GTL Resources PLC, to construct and operate a methanol plant of 1.05 million tones per annum (Mt/a) nominal capacity, at Withnell East industrial area on the Burrup Peninsula, which includes infrastructure for the export of product through the Port of Dampier. The plant will convert natural gas to methanol using the proven, proprietary Combined Reforming Technology of Lurgi Oel-Gas-Chemie GmbH (Lurgi). The Withnell East industrial area was identified as suitable for industrial use by the Burrup Land Use Plan which was endorsed by Cabinet in 1996. The plant site is in close proximity to the Woodside facility for gas supply and approximately 4km from the Port of Dampier. The proposal was referred to the EPA in November 2001 and was originally advertised as having the potential to be assessed as an Environmental Protection Statement. However, at the proponent’s request this was upgraded to a Public Environmental Review (PER) in July 2002. The proposal requires formal assessment as it is situated on a greenfields site in a sensitive environment. Vegetation clearing, atmospheric emissions, including greenhouse gases, and discharge of wastewater to the marine environment have potentially significant environmental impacts.

Coral Coast Resort

Summary: Coral Coast Marina Development Pty Ltd (CCMD) has proposed to develop a Coral Coast Resort (CCR), which includes tourist, residential and incidental commercial facilities centred around an inland marina, at the site called Mauds Landing. Mauds Landing is located in the southern portion of the Ningaloo Marine Park, approximately three kilometres north of the existing Coral Bay settlement. The marina and its associated facilities would provide an opportunity for people and boats to be housed and to have access through Bateman Bay into the wider Ningaloo Marine Park. Plans for Bauxite Mining, and Road and Conveyer Stream Crossings in CAR Informal Reserves, Mining Lease 1SA

Summary: The Commonwealth of Australia and the State of Western Australia signed the Regional Forest Agreement (RFA) on 4 May 1999. The RFA established a system of Formal and Informal Comprehensive, Adequate and Representative (CAR) Reserves. Such Reserves are located throughout the area defined as the RFA boundary and some are within Alcoa of Australia's Mining Lease (ML) 1SA. The RFA process provides for disturbance of CAR informal reserves subject to relevant State approval processes. The EPA has developed, inconsultation with Alcoa, the Department of Conservation and Land Management (CALM) and the then Department of Resources Development, a process to review plans by Alcoa to disturb CAR Informal Reserves within ML1SA. Pine Sawmill, Dardanup - Noise Regulation 17

Summary: Wespine Industries Pty Ltd ("Wespine") operates a pine sawmill at Moore Road, Dardanup pursuant to the Dardanup Pine Log Sawmill Agreement Act 1992 (WA) and Ministerial Statement No. 312 of 1993. The promulgation of the Environmental Protection (Noise) Regulations 1997 ("the noise regulations") in 1997 created obligations on Wespine that were inconsistent with the Ministerial Statement, in relation to allowable levels of noise emissions. The noise regulations provided for this contingency through noise regulation 17. Regulation 17 confers upon the Minister for the Environment the power to vary the application of the requirements of the noise regulations in appropriate circumstances by issuing an Approval for such a variation. Wespine has sought such an Approval. Noise regulation 17 requires an application for variation to be referred to the Environmental Protection Authority (EPA) for assessment. Where the EPA is of the view that noise emissions will vary from a prescribed standard in the noise regulations, the EPA is to inform the Minister, assess the application, and report to the Minister. The Minister has been informed (15 July 1999) and this report provides the EPA’s advice and recommendations, as required by noise regulation 17(3)(b).

Summary: AGR is a joint venture between Wesfarmers CSBP Limited and Coogee Chemicals Pty Ltd which was formed to manufacture and market sodium cyanide. The AGR facility is located at Wesfarmers CSBP's fertiliser and chemicals complex in Kwinana (Figure 1). It currently operates two liquid sodium cyanide plants which have a combined production capacity of 50,000 tonnes per annum (tpa) of pure (100 percent) sodium cyanide, with the potential to expand to 70,000 tpa. These plants produce sodium cyanide as a 30 percent (by weight) solution. AGR is constructing a downstream processing plant that is capable of producing 25,000 tpa of solid sodium cyanide briquettes from liquid sodium cyanide.
