separate proposals for a boating facility at Coral Bay. The facility is proposed to
alleviate pressures associated with the launching of trailered vessels from the beach in
Southern Bills Bay and to reduce the risk of conflict between boat users and
swimmers, snorkellers and divers accessing the coral communities in the vicinity of
Southern Bills Bay. Two sites were examined, being North Bills Bay and Monck

| Summary: Barrow Island is a class A Nature Reserve situated about 70km off the Pilbara coast of Western Australia. The waters around Barrow Island have recently been proposed for reservation as part of a Barrow-Montebello Islands Marine Conservation Reserve.
In February 2003 the Gorgon Venture released the “Environmental, Social and Economic Review of the Gorgon Gas Development on Barrow Island” for a six week public submission period. The document describes the proposal, puts the case for the use of Barrow Island for the process plant facility and discusses the likely associated environmental, social and economic issues. Public submissions on the environmental aspects of the ESE Review were received by the EPA, on behalf of the Standing Interagency Committee of CEOs. ChevronTexaco responded to the submissions, and the whole of government evaluation phase of the project commenced. A summary of the submissions and ChevronTexaco’s responses can be found at www.epa.wa.gov.au and www.gorgon.com.au. A list of submitters names is attached to this report at Appendix 4.
A strategic level process is designed to guide and assist in the making of an in-principle decision by Government. This report is the environmental contribution to the Government’s strategic economic, social and environmental assessment of a proposal to locate a gas processing complex on Barrow Island. Part A provides the EPA’s advice on access to Barrow Island for industry. Should Government decide to agree to access, Part B provides the EPA’s recommendations on managing the environmental issues that would arise. Formal environmental assessment would still be necessary under the provisions of Section 38 of the Environmental Protection Act and the Commonwealth Environment Protection and Biodiversity Conservation Act.
This report has been released, together with those by the Department of Industry and Resources and its consultant, Allen Consulting Group, and the Conservation Commission, for six weeks, to give the public full access to the environmental, social, economic and strategic advice available to Government about the Barrow Island proposal. This period provides the opportunity for public comment before Government makes an in-principle decision. Regional Forest Agreement (RFA) on 4 May 1999. The RFA established a system of
Formal and Informal Comprehensive, Adequate and Representative (CAR) Reserves. Such Reserves are located throughout the area defined as the RFA boundary, and some are within Alcoa of Australia’s Mining Lease (ML) 1SA. The RFA process provides for disturbance of CAR Informal Reserves subject to relevant State approval processes.

| Summary: Wesfarmers Premier Coal Ltd applied on 29 January 1998 to the Minister for the
Environment under regulation 17 of the Environmental Protection (Noise Regulations 1997, for approval to vary from the prescribed standard, in relation to noise emissions from its Premier Coal Mine at Buckingham, near Collie.
The basis of the application is that it is not practicable for the noise emissions to meet the prescribed standards, neither is it practicable to meet the noise levels set in the Ministerial Statement of 1993 following the EPA assessment of the proposed mine expansion in 1992. This is primarily as a result of the need to operate on a 24-hour basis and the effects of meteorological conditions – especially temperature inversions occurring at night in the winter months – on sound propagation from the mine site.
Wesfarmers Premier Coal Ltd needs noise regulation 17 approval in order to be able to
operate within the prescribed standards for noise under the Environmental Protection Act, and is willing to provide ameliorative measures to the residents of the Buckingham townsite, who are impacted by the noise emissions. | Summary: The Minister for the Environment and Heritage has requested the Environmental Protection Authority (EPA) to consider and provide advice under Section 46(3) of the Environmental Protection Act 1986 on Wesfarmers CSBP Ltd’s (CSBP) proposal to export shipments of ammonia from its Kwinana site (Figure 1).
Ammonia is used in the manufacture of chemicals and fertilisers, including ammonium nitrate, sodium cyanide and concentrated nitrogenous fertilisers. It is also used extensively in nickel refining. Ammonia is a Class 2.3 (toxic gas) dangerous goods and can be lethal if
inhaled at high concentrations. Although ammonia is a gas at normal temperatures, it is generally stored, transferred and shipped as a refrigerated liquid.
In August 1988, CSBP (jointly with Norsk Hydro A.S.) received environmental approval
from the then Minister for Environment to develop an Ammonia-Urea Plant at Kwinana
(EPA, 1987). The project included the manufacture of ammonia and its export to the world market. The Ammonia-Urea Project did not commence and a subsidiary of CSBP, the Kwinana Nitrogen Company Pty Ltd (KNC) subsequently applied to the Authority to activate those parts of the proposal related to ammonia storage and shipping. The Minister agreed that
this could proceed on the basis of the conditions set for the Ammonia-Urea Plant and CSBP constructed an additional ammonia storage tank (30,000 tonnes) and an ammonia export pipeline.
CSBP then sought Ministerial approval to change the purpose of the ammonia pipeline between the ammonia storage tanks and terminal on the Kwinana Bulk Cargo Jetty from export to import of ammonia. The EPA advised the proponent that the proposed changes were not of sufficient environmental significance to justify formal assessment. Peninsula, consisting of two nominal 6,000 tonne per day (tpd) methanol plants, two
