This report provides the Environmental Protection Authority’s advice and recommendations to the Minister for Environment on the proposal by Macarthur Minerals Limited to develop an iron ore mine and associated infrastructure in the Goldfields region, 450 km east-north-east of Perth. The proposal includes a borefield and adjoining water pipeline 60 km west of the mine site and a rail siding 130 km east of the mine site and 8 km south of Menzies.

The following is the EPA’s Report and Recommendations  to the Minister pursuant to section 46(6) of the Environmental Protection Act 1986.

This report provides the Environmental Protection Authority’s advice and recommendations to the Minister for Environment on the proposal by Gindalbie Metals Ltd to develop an iron ore mine located approximately 68 km south-east of Yalgoo and 30 km north-east of the Greater Karara Iron Ore Project in the Shire of Yalgoo. The mine includes pits, waste dumps and ancillary infrastructure such as a run of mine pad, crushing and screening facilities, workshops, explosives magazine and roads.

This report provides the Environmental Protection Authority’s advice and recommendations to the Minister for Environment on the proposal by the Shire of Manjimup to construct, operate and maintain a 6.5 kilometre long all-weather, year-round access track from Windy Harbour Road to Nelson Location 7965, located entirely within the Doggerup Road reserve.

This report provides the advice and recommendations of the Environmental Protection Authority (EPA) to the Minister for Environment on the key environmental factors and principles for the proposal by New Energy Corporation Pty Ltd (New Energy), to build and operate a Waste-to-Energy (WtE) and Materials Recovery Facility (MRF) at the Boodarie Strategic Industrial Area, Port Hedland.

The proposed facility would accept various wastes, recover materials that can be economically recycled via the MRF and convert suitable remaining waste to electrical power in a WtE plant.

The proposal is being formally assessed as no plants using the proposed technology currently exist in Western Australia.

Advice of the Environmental Protection Authority to the Minister for Environment under Section 16(e) of the Environmental Protection Act 1986

On 16 November 2011, the Minister for Environment wrote to the Chairman of the Environmental Protection Authority (EPA) and the Chairman of the Waste Authority, requesting that the two Authorities investigate the environmental and health performance of waste to energy technologies internationally.

This request sought information on:

• legislation for the establishment and operation of waste to energy facilities, focussed on emissions, in jurisdictions where these facilities currently exist;
• current emissions from established and operating best practice facilities; and
• current and historical level of compliance of these facilities.

The Minister requested that the information gathered be from full-scale, commercial plants that process municipal solid waste (MSW) and from a variety of technology types.

To assist with this investigation, WSP Environment and Energy Ltd were engaged to undertake a technical review of waste to energy plants around the world. These technical reports are attached. The reports provide detailed information to address the issues identified by the Minister for Environment. This advice from the EPA and Waste Authority draws on the technical advice to make recommendations that are relevant to the Western Australian situation.

This report provides the Environmental Protection Authority’s (EPA’s) advice and recommendations to the Minister for Environment on the proposal by Hamersley Iron Pty. Limited (Hamersley Iron) to expand the Nammuldi-Silvergrass Iron Ore Project. The original Nammuldi-Silvergrass Iron Ore Project, located approximately 60 kilometres (km) north west of the town of Tom Price in the Pilbara region, was approved on 28 November 2000 and is subject to the requirements of Ministerial Statement 558.

The expansion proposal is expected to increase the production rate to approximately 45 million tonnes per year over a project life of approximately 17 to 20 years. This will occur by widening and deepening the Marra Mamba pits at both Nammuldi and Silvergrass, and mining bedded Brockman ore at Nammuldi. Mining at the two mines would be both above and below the water table.

There would be accompanying increases in the capacity of and relocation of processing facilities and transport infrastructure and an increase in dewatering to access ore below the water table. The existing project is authorised to clear 2,000 hectares (ha) of vegetation. Approximately 3,900 ha of vegetation would be cleared for additional mine pits, waste dumps and associated infrastructure and facilities. Surplus water management would include transferring dewater to approximately 2,500 ha of pastoral land which would be irrigated for agriculture.

This report provides the Environmental Protection Authority’s advice and recommendations to the Minister for Environment on the proposal by Mr G.M and Mrs C.M White to subdivide Lot 504 Lexia Avenue, Upper Swan into three rural lots.

The proponent has submitted a referral document setting out the details of the proposal, potential environmental impacts and proposed commitments to manage those impacts.

The EPA considers that the proposal, as described, cannot meet the EPA’s environmental objectives for:

a) Specially protected (threatened) fauna;

b) Regionally significant vegetation, wetlands and watercourses; and

c) Surface water quality and quantity.

The EPA has therefore determined under Section 40 of the EP Act that the level of assessment for the proposal is Assessment on Proponent Information (API) Category B (environmentally unacceptable), and this report provides the EPA advice and recommendations in accordance with Section 44 of the EP Act.
